Government Finally Agrees Roadmap Roadmap E-commerce Become a National Program

Jakarta, January 14, 2016. The Ministry of Economic Coordinating finally set: 1. Formalizing petajalan (roadmap) e-commerce and its adoption as a national program that will be launched in late January 2016. 2. Appointment of PMU (Programme Management Unit), which will coordinate the ministries / agencies in the implementation of petajalan and monitor the development (progress) of each of the initiatives of the Ministry / Institution related agencies. 3. The official launch of the Roadmap e-Commerce Indonesia as a National program at the end of the month of January 2016.

The decision was the result of a coordination meeting organized by the Coordinating Minister for the Economy Nasution and attended by the Minister of Communication and Information Rudiantara, Minister of Planning Sofyan Djalil, Minister of Finance Bambang Brodjonegoro, Trade Minister Thomas Lembong, Chief of Creative Economy Triawan Munaf, Deputy Governor of Bank Indonesia Ronald Waas. Meeting was also attended by officials of echelon echelon 1 and 2 of the ministries / agencies as well as representatives of E-Commerce Association of Indonesia (IDEA), PT. Pos Indonesia, Vice Asperindo Delivery Services Association.

The formalization of a long process that began in December 2014 initiated Petajalan e-Commerce is a follow up on the directives of the President of Indonesia in order to e-Commerce industry in Indonesia can grow with the benefits that can be settled in Indonesia. Initiative petajalan manufacture a landing First Coordination Meeting, dated March 6, 2015, led by the Coordinating Minister for Economic Affairs, Mr. Sofyan Djalil.

Petajalan based on the idea that the national e-commerce will advance if conducted as initiatives undertaken by other countries that have advanced its e-commerce such as China and the United States. Petajalan e-commerce was then prepared with the assistance of leading consultants world-class international Ernst & Young who then worked systematically and comprehensively facilitate various ministries and agencies and various stakeholders. Which on the occasion of this meeting was also present Managing Partner who led the process of drafting this petajalan David Rimbo. The phases include:

1. Preliminary guidelines to ministries and agencies and relevant stakeholders to explain the potential of the national e-commerce and how e-commerce can flourish in other countries.

2. Workshop on e-commerce held on April 10, 2015 to explore the potential of e-commerce in the future. The results of this workshop is a compilation anything into initiatives and proposals to advance the national e-commerce from various ministries, agencies and affected stakeholders.

Workshops to develop six (6) areas or problems with cross-cutting (cross-stakeholder) functionally, namely:
1) Funding (Funding)
2) Taxation (Tax)
3) Consumer Protection (Consumer Protection)
4) Telecommunications Infrastructure (Communication Infrastructure)
5) Logistics
6) Education and Human Resources

3. In addition, the development of e-commerce apply five (5) basic principles in implementing e-commerce, namely:
1) All citizens of Indonesia must be given the opportunity to access and conduct e-commerce transactions
2) All citizens of Indonesia must be equipped with the skills and capabilities to take advantage of the economic information
3) Termination of Employment (FLE) must be minimized during the process of transition to the Internet economy and additional jobs must be a positive net after deducting the impact of creative destruction (creative destruction)
4) a clear legal framework should be applied to ensure the E-Commerce industry is safe and open, including technology neutrality, transparency, and consistency of the international
5) national players, especially start-ups and SMEs, must be protected as well as possible. Local businesses and national industrial growth should be a priority.

4. From the exploration of various stakeholders which includes six (6) area / problem and using five (5) basic principles above, the final yield sejumah 31 (thirty-one) initiatives that are cross-cutting and inter-ministries, agencies and other stakeholders.

5. Draft Results petajalan e-commerce were consulted to all ministries and agencies involved as well as to relevant stakeholders including e-Commerce Association of Indonesia (IDEA) and PT. Pos Indonesia, so that the solution is practicable and doable.
 6. If 31 the initiative is implemented in a disciplined manner and on time and on target, the transaction value is estimated to reach $ 130 billion by 2020 on condition of implementation should have started end of January 2016.
